The positions as rendered by the NASA JPL HORIZONS integrator are those observed as well as integrated. In other words we have to observe the objects in order to determine their orbital elements for subsequent integration. Since it is not possible for us to e.g. observe Venus in Hydra 5000000 years ago, we try and integrate in order to obtain the likely position of Venus at the time.
